Non compliant products on the EU market | RAPEX weekly Report 4 November 2018



According to the report of European Commission Rapid Alert System for dangerous non-food products, last week several products have been found non compliant with EU legislation. This included:

(*) Product: Hair dye. Brand: Bigen Hoyu. The product contains too much p-phenylenediamine and toluene-2,5diamine sulphate (measured values: up to 4.9% and 4.2% by weight respectively) and an insufficient coupling agent. Uncoupled p-phenylenediamine and and toluene-2,5-diamine sulphate are extremely potent skin sensitisers and may trigger allergic reactions. The product does not comply with the Cosmetics Regulation. Measures taken by economic operators: Withdrawal of the product from the market (By: Retailer)

(*) Product: Moisturizing cream/gel. Brand: Bust Size. The labelling indicates that the product contains Methylisothiazolinone and methylchloroisothiazolinone are sensitizing agents and can provoke allergic contact dermatitis to sensitized persons. The product does not comply with the Cosmetic Products Regulation. Measures ordered by public authorities (to: Importer): Withdrawal of the product from the market.

(*) Product: Water shoes. Brand: Aqua Sphere. The shoes contain the polycyclic aromatic hydrocarbons (PAHs) Benz[a]anthracene (measured value 2.4 mg/kg), Chrysene (measured value 1.2 mg/kg) and Benzo[e]pyrene (measured value 1.3 mg/kg). PAHs are absorbed through skin contact. These PAHs are carcinogenic. The product does not comply with the REACH Regulation. Measures taken by economic operators: Withdrawal of the product from the market (By: Distributor)

(*) Product: Plastic doll. Brand: Unknown. The plastic of the doll's head contains DEHP (measured value: 26% by weight). This phthalate may harm the health of children, causing possible damage to the reproductive system. The product does not comply with the REACH Regulation. Measures taken by economic operators: Withdrawal of the product from the market (By: Importer)

(*) Product: Toy slime. Brand: Coppenrath Verlag. The migration of boron from the toy slime is too high (measured value up to 6799 mg/kg). Ingestion or contact with an excessive quantity of boron may harm the health of children by damaging the reproductive system. The product does not comply with the requirements of the Toy Safety Directive and the relevant European standard EN 71-3. Measures taken by economic operators: Withdrawal of the product from the market (By: Importer).

(*) Product: Squeezable toys. Brand: various. The product contains the substances N,N-dimethylformamideN,N-dimethylaminoethanol  Cyclohexanone and triethylenediamine. There is a risk of eye and mucous membrane irritation and of liver damage. The product does not comply with the requirements of the Toy Safety Directive. Measures taken by economic operators: Recall of the product from end users, The product listing has been removed from the online marketplace.
