Hong Kong is about to implement the listing of CBD as a dangerous drug under the Dangerous Drugs Ordinance, and the relevant amendment order has been submitted to the Legislative Council for the "formulation first, deliberation later" procedure. When the amendments are completed, the legislation to classify CBD as a dangerous drug will come into effect on February 1, 2023.

When the relevant revisions are completed, CBD will be listed as a dangerous drug from February 1, 2023. Under the Dangerous Drugs Ordinance, the maximum penalty for illegal trafficking (including import and export) and manufacture of controlled substances is life imprisonment and a fine of $5 million. The maximum penalty for possession and consumption of controlled substances in contravention of the Dangerous Drugs Ordinance is seven years' imprisonment and a fine of $1 million.
