CALIFORNIA – California’s Senate has passed new landmark legislation which addresses wage theft in the state’s garment manufacturing industry, seeing away with the ‘piece-rate’ system that has enabled factory bosses to pay staff just a third of what they’re entitled.

Passed with a 25-11 vote, the bill (SB 1399) guarantees a minimum wage based on hours worked and not the number of items produced – a loophole that’s been exploited for many years leaving operators on the poverty line.
