On Jun. 14, 2022, WTO circulated Indonesian Decree on Materials Excluded from Halal Certification Obligation. Effective on Dec. 27, 2021.

This Decree provides an extensive list of ingredients and materials that are considered to be halal by their nature and are exempted from halal certification.This list is also known as the Halal Positive List of Materials, including more than 4,000 chemical substances. Companies that use materials listed in the Decree are capable of facilitating the process of selecting new materials and receiving incoming materials.

Materials in this Decree that are not required halal certification, including:
1) Materials derived from nature without any further process or physical process or addition of any auxiliary substances, additives, or other substances;
2) Materials without risk of containing or being contaminated by haram substances;
3) Non-dangerous materials without containing haram substances.

Materials included in the provision of this regulation do not require halal certificate.In general, materials excluded from mandatory halal certification are:

1. Materials derived from nature, such as plants and mining materials, without any further processing step;
2. Have no risk potential of containing haram substances; and/ or
3. Non-dangerous materials and do not contact with haram substances.

These materials are described in detail as follows:
1. Materials derived from nature without any further process or physical process and addition of any auxiliary substances, additives, or other substances, consist of:
a. Materials from plants without any further process or physical process and addition of auxiliary substances, additives, or other substances;
b. Materials from non-slaughtered animals without any further process or physical process and addition of auxiliary substances, additives, or other substances;
c. Materials from the microbial fermentation process without any further process or physical process and addition of auxiliary substances, additives, or other substances; 
d. Materials from natural water without any further process or physical process and without addition of auxiliary substances, additives, or other substances;

2. Materials which are no risk of containing and/or being contaminated by non-halal substances, consisting of materials derived from nature as well as substances and chemical products from mining activities or inorganic and organic synthesized chemicals;

3. Non-dangerous chemicals and not containing haram substances, consist of:
a. Chemicals sourced from mining activities and/or purification processes of natural materials;
b. Inorganic and organic synthesized chemicals.
