Personal Care Products Council Expresses Strong Support for Bipartisan Humane Cosmetics Act

In an official statement, the Personal Care Products Council (PCPC) reaffirmed its staunch support for the Bipartisan Humane Cosmetics Act, newly reintroduced in the U.S. House of Representatives. The Act, backed by Representatives Don Beyer (D-Va.), Vern Buchanan (R-Fla.), Ken Calvert (R-Calif.), and Tony Cárdenas (D-Calif.), seeks to advance animal welfare by prohibiting cosmetics and their ingredients from undergoing testing on animals and banning the sale of such products in the United States.

PCPC and its member companies have long been at the forefront of advocating for non-animal testing alternatives. They have dedicated nearly four decades to developing innovative safety assessment methods that reduce the need for animal testing. The organization has worked collaboratively with policymakers to foster regulatory and scientific advancements aimed at achieving this ambitious goal. While the Humane Cosmetics Act promotes the cessation of animal testing, it also includes select exemptions for products subject to mandatory animal testing by the U.S. Food and Drug Administration (FDA) or other international regulators.

PCPC emphasizes its commitment to animal welfare and safety within the cosmetics industry and highlights its collaborative efforts with international bodies such as the International Cooperation on Cosmetic Regulation (ICCR), International Cooperation on Alternative Test Methods (ICATM), and the International Collaboration on Cosmetics Safety (ICCS). The latter, initiated in February 2023, unites approximately 40 cosmetics brand manufacturers, ingredient suppliers, industry associations, and animal rights NGOs in their mission to promote animal-free safety assessments for cosmetics and personal care products.

The organization looks forward to working alongside animal welfare organizations, including the Humane Society of the United States, and Congressional members to pass this significant legislation. By doing so, PCPC aims to safeguard animal welfare while maintaining the safety and integrity of the innovative products upon which consumers rely daily.
