On December 30, 2022, the 38th meeting of the Standing Committee of the 13th National People's Congress reviewed and approved the "Stockholm Convention on Persistent Organic Pollutants" to list three types of persistent organic pollutants including polychlorinated naphthalenes Amendment to the Stockholm Convention on Persistent Organic Pollutants and the Amendment to List Three Types of Persistent Organic Pollutants, including Short-chain Chlorinated Paraffins (hereinafter collectively referred to as the "Amendment"). The Amendment will come into force for our country on June 6, 2023.

  The "Amendment" has phased out or restricted 5 types of persistent organic pollutants including hexachlorobutadiene, polychlorinated naphthalene, pentachlorophenol and its salts and esters, decabromodiphenyl ether and short-chain chlorinated paraffins. Regulation. Combined with the relevant management regulations of our country, the specific matters concerning the restriction and control of the above five types of persistent organic pollutants are hereby announced as follows:

  1. Production, use, import and export of hexachlorobutadiene, polychlorinated naphthalene, pentachlorophenol and their salts and esters are prohibited.

  2. Production, use, import and export of decabromodiphenyl ether are prohibited (except for the following uses).
