On June 2, 2020, the Ozone Transport Commission approved a recommendation for additional control measures that will be submitted to the U.S. Environmental Protection Agency (EPA) under Clean Air Act Section 184(c). Due to the COVID-19 pandemic, the action was taken without a meeting under Article X of the Commission’s bylaws.
The Commission is recommending that the U.S. EPA require Pennsylvania to revise the Pennsylvania State Implementation Plan to include additional control measures which would establish daily nitrogen oxides (NOx) emission limits for all coal-fired electric generating units (EGUs) with already installed Selective Catalytic Reduction (SCR) or Selective Non Catalytic Reduction (SNCR) control technology to ensure that these technologies are optimized to minimize NOx emissions each day of the ozone season.
