Purpose and scope: The 2013 reform of the common agricultural policy (CAP) aimed to improve the targeting, efficiency and coherence of policy instruments by addressing the long-term objectives of (i) viable food production, (ii) sustainable management of natural resources and climate action and (iii) balanced territorial development (as set out in Article 110(2) of Regulation (EU) No 1306/2013, the ‘Horizontal Regulation’).
