Commission Decision (EU) 2023/1540 of 25 July 2023 amending and correcting Decision (EU) 2021/1870 establishing EU Ecolabel criteria for cosmetic products and animal care products

The European Commission has issued a decision, designated as (EU) 2023/1540, on July 25, 2023, introducing amendments and corrections to the existing Decision (EU) 2021/1870. This prior decision had established the criteria for the EU Ecolabel for cosmetic products and animal care products.

Following consultations with industry stakeholders and the European Union Ecolabelling Board, the Commission recognized potential inconsistencies in the interpretation of Decision (EU) 2021/1870. These ambiguities could lead to variations in its practical application. Therefore, to ensure consistent and clear implementation, the decision highlights the need for revised and clarified language in specific sections of the previous decision. Additionally, certain errors within the framework were addressed, including the correction of the definition of 'active content' and the clarification of criteria for various substances in cosmetic and animal care products.
