Classification of Goods

The classification of goods, i.e. the assignment of national tariff codes to the respective documents in this import report, has been reviewed and adjusted in accordance with the current legal stipulations of Singapore for the documents entitled Licence to Import Petroleum and Flammable Materials as well as Petroleum and Flammable Materials Storage Licence.
Furthermore, the classification of goods has been amended with regard to plastic waste subject to transboundary movement control following changes to the affected goods under Annexes II and VIII of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal which will enter into force for all members to the Convention on 1 January 2021. However, the National Environment Agency (NEA) announced the coming into force of said changes on 1 October 2020 in Singapore.

Import Permit for Hazardous Waste
Movement Document for Transboundary Movements of Hazardous Waste
Notification of Transboundary Movements of Hazardous Waste.

Animal and Veterinary Service (AVS)

The following documents of this import report for which the Animal and Veterinary Service (AVS) is the responsible authority have been equipped with new guidelines for the online application via GoBusiness:

Licence to Import Animals, Birds, Eggs and Biologics
Licence to Import Ornamental Fish
Licence to Possess Veterinary Biologics.

Strategic Goods

The documents concerning the importation of strategic goods into Singapore, i.e. the Determination of Strategic Goods as well as the Import Certificate for Strategic Goods, have been revised and furnished with updated corresponding application forms.
On 15 September 2020, Singapore Customs announced via circular that the Strategic Goods (Control) Order 2020 (SGCO 2020) was gazetted and will come into effect on 16 November 2020. Thereby, the strategic goods control list is brought up to date with the 2019 Wassenaar Arrangement's Munitions List as well as the 2019 European Union (EU) List of Dual-Use Items (EUDL).
