China has decided to transition from temporary to formal export controls for three highly sensitive graphite items starting from December 1, 2023. This change will impact the supply of these items to foreign manufacturers of electric vehicle batteries. Simultaneously, China will remove temporary export controls on five other graphite items deemed less sensitive. Both Chinese exporters and foreign buyers are advised to thoroughly assess whether the graphite items they intend to source and export from China meet the specified technical control parameters and HS codes, potentially necessitating a dual-use export license from the Ministry of Commerce (MOFCOM).
