The French National Agency of Health Security of Food, Environment and Labour (ANSES), proposed to classify Titanium Dioxide (TiO2) as carcinogenic by inhalation category 1B. This proposal was subject to public consultation on the ECHA website in May 2016. A final opinion should be delivered by the ECHA Risk Assessment Committee (RAC) at the end of the first half of 2017. On the basis of this opinion, the European Commission will decide whether to include the the new proposed classification in the CLP Regulation.

Additionally, in 2014, ANSES was requested to evaluate TiO2 in the REACH regulation (Substance Evaluation). ANSES and the European Chemicals Agency (ECHA) are working together to acquire data for this evaluation, in particular with regards to the different physical forms in which TiO2 is available on the European market. In a opinion released on the 15th of April 2014 on the assessment of the risks related to nanomaterials, ANSES underlined the availability of sufficient toxicological elements to consider the classification of different nanomaterials under the CLP Regulation, including TiO2.
