On July 26, 2023, the EU Commission released Regulation (EU) 2023/1545, amending Annex III of the Cosmetics Regulation (EC) 1223/2009 to enhance individual labelling rules for fragrance allergens in cosmetic items. This update involves the inclusion of new substances and revised restrictions for certain previously listed fragrance allergens.
Fragrance ingredients, found in various products including cosmetics, offer pleasant scents but can trigger contact allergies and sensitization. While the Cosmetics Regulation initially labeled fragrance compositions as 'parfum' or 'aroma', substances classified as fragrance allergens require specific labelling if they surpass concentrations of 0.001% in leave-on products and 0.01% in rinse-off products. Before this change, only 24 fragrance allergens necessitated individual labelling.
