The European Commission has adopted Regulation (EU) 2024/1328, amending Annex XVII of REACH to impose new restrictions on the use of octamethylcyclotetrasiloxane (D4), decamethylcyclopentasiloxane (D5), and dodecamethylcyclohexasiloxane (D6). Identified as substances of very high concern due to their persistent, bioaccumulative, and toxic properties, these chemicals are now restricted in concentrations equal to or greater than 0.1% by weight in consumer and professional products, effective from June 2026. Exceptions and deferral periods are provided for specific uses, such as medical devices and dry cleaning solvents, to allow industry adaptation and substitution.

This regulation aims to mitigate environmental risks posed by these chemicals, especially in leave-on cosmetic products, where their wide-dispersive use contributes significantly to environmental emissions. The Commission emphasizes the necessity of these measures to protect human health and the environment while balancing socioeconomic impacts.
