In accordance with section 65(2) of the Industrial Chemicals (Notification and Assessment) Act 1989 (ICNA Act), notice is given that the Director requires the secondary notification of the existing chemical, Ethanaminium, 2-hydroxy-N,N-bis(2-hydroxyethyl)-N-methyl-, esters with C16-18 and C18-unsatd. fatty acids, Me sulfates (salts) (CAS No. 157905-74-3).


Who does the secondary notification apply to?

  • All persons who import the chemical for use in fabric softeners
  • Importers of fabric softeners containing the chemical.

Chemical details

The chemical, which is of unknown or variable composition (a UVCB), consisting of C16-18 and C18 unsaturated mono, di and tri esters of triethanolamine, quaternised with dimethyl sulfate, may also be known as:

  • 2-Hydroxy-N,N-bis(2-hydroxyethyl)-N-methylethanaminium esters with (C16-18) and (C18)-unsatd. fatty acids, Me sulfates (salts)
  • Dioleoylethyl hydroxyethylammonium methosulfate
  • Fatty acids, C16-18 and C18 unsat'd. reaction products with triethanol amine, dimethyl sulfate-quarternized
  • TEA Esterquat
  • Triethanolamine Esterquat.

The original assessment (STD/1258), completed in December 2007, assessed the use of this chemical in fabric softeners and cosmetic facial cleansers. Based on the data available at that time, the chemical, which was introduced by importation only, was classified as hazardous to human health and the environment.

The classification under the Globally Harmonised System for the Classification and Labelling of Chemicals (GHS) is:

  • Serious eye damage (Category 1)
  • Skin irritation (Category 3)
  • Acute toxicity to aquatic life (Category 2)
  • Chronic toxicity to aquatic life (Category 2).
