The Conference of the Parties at COP-9, held in May 2019 discussed inter alia the listing of liquid formulations (emulsifiable concentrate and soluble concentrate) containing paraquat dichloride at or above 276 g/L, corresponding to paraquat ion at or above 200 g/L (SHPF). COP had decided in previous meetings that all criteria for listing were met. However, COP could not agree unanimously on the listing in Annex III of the Convention. Subsequently to the COP, the Government of Indonesia requested the Rotterdam Convention Secretariat to work together with them on a national road map to paraquat dichloride management.
