Update on the Outcomes of the Basel and Rotterdam Conventions Implementation and Compliance Committee Meetings

Basel Convention Implementation and Compliance Committee (BC ICC-15) and Rotterdam Convention Compliance Committee (RC CC-1) met back-to-back in Geneva, Switzerland, in November 2022, to discuss various aspects of implementation and compliance.

The BC ICC-15 discussed submissions from eight parties facing difficulties with complying with key obligations under the Basel Convention. The Committee also considered its 2022-2023 work program and drafted a plan for 2024-2025, which included activities aimed at improving implementation and compliance with the Convention. The Committee also continued its work on classifying parties' compliance with national reporting obligations and reviewing legislation submitted by 49 parties.

The RC CC-1 held its first meeting in November 2022 and focused on its mandate and the consideration of specific submissions. The Committee reviewed systemic issues of compliance, including notifications of final regulatory actions and exports of chemicals listed in Annex III to the Convention. It also began working on collecting information from parties regarding import responses. The RC CC-1 adopted a draft program of work for 2024-2025, which will be considered by the eleventh meeting of the Conference of the Parties in May 2023.

An online briefing session has been organized for Parties to the Basel and Rotterdam Conventions, observers, and other stakeholders to inform them about the outcomes of these meetings. The session will be held on Monday, February 13, 2023 from 16:00 to 17:30, and Wednesday, February 15, 2023 from 10:00 to 11:30.
