Vietnam Bans 10 Active Substances from Biocidal Use



On June 19, 2020, The Vietnamese Ministry of Health promulgated Circular 11/2020/TT-BYT, aimed to renew the list of active ingredients prohibited or restricted from uses in household insecticides and disinfectants. Comparing with the previous list, 8 substances were newly announced as prohibited substance and 2 substances were transformed from restricted substances from prohibited substance and Emamectin benzoate and Spinosad are the 2 new substances newly subject to restriction.

The Circular will take effect as of August 20, 2020, and the biocidal products already been granted with registration may continue to be manufactured and imported for a maximum of one year and be circulated and used for a maximum of 2 years from the effective date on the following cases:

Biocidal products containing Chlorpyrifos ethyl, Hexythiazox, Fipronil, Beta-cyfluthrin, Cyfluthrin, Trichlorfon, Diazinon, Acephate, Malathion and Methanol;

Biocidal products containing Emamectin benzoate and Spinosad whose use scope does not comply with the new restriction.

MoH will stop receiving and processing biocide registration applications concerning the 10 new prohibited substances. Products containing the restricted substances that already circulated in Vietnam may continue to be marketed only when advertised within their registered scopes. If the registrant wishes to expand the claim, an additional registration formality should be completed.
