Background information: Under the Rotterdam Convention on the Prior Informed Consent Procedure For Certain Hazardous Chemicals and Pesticides in International Trade, article 5 sets out the procedures for banned or severely restricted chemicals, and states that each Party that has adopted a final regulatory action (FRA) shall notify the Secretariat in writing of such action. Furthermore, one of the main criteria of Annex II to the Rotterdam Convention for the inclusion of chemicals in Annex III of the Convention is to establish that the FRA has been taken as the consequence of a risk evaluation involving prevailing conditions within the Party taking the action.
