The Head of the Food and Drug Supervisory Agency in Indonesia issued an update with Decree Number 479 of 2023 on December 7, 2023. This decree outlines changes in permitted ingredients for cosmetics, signaling a shift in regulatory frameworks for the sector.

The regulatory amendments, effective immediately from the date of issuance, introduce key alterations to the allowed ingredients in cosmetics. Businesses operating in this industry are urged to take note of the changes outlined in the decree, particularly those detailed in Appendices I to IV.

For businesses that already possess a Cosmetics notification number issued prior to the enactment of this decree, a grace period has been established. These entities must ensure compliance with the new provisions within 24 months from the date of the decree coming into force. This grace period allows existing businesses the necessary time to adjust their formulations and practices in accordance with the updated regulations.

The crucial aspects covered in Decree Number 479 of 2023 include changes and additions to the list of ingredients permitted in cosmetics, with specific restrictions and requirements for use (Appendix I). Furthermore, the decree introduces additions to the list of colorants permitted in cosmetics (Appendix II), changes and additions to the list of preservatives permitted (Appendix III), and alterations to the list of permitted sunscreen ingredients in cosmetics (Appendix IV).
