2.4. Draft opinions
Nanomaterials in cosmetic ingredients
1. Guidance on Nanomaterials – the Guidance document has been published.
2. Safety of nanomaterials in cosmetics – A first outline has been presented, tasks have been distributed among members and the draft will be discussed at the next WG meeting (8 April).
3. Hydroxyapatite – submission II. The letter to Applicants has been sent out and deadline for replying is 30 April.
4. Nano Copper. The letter to Applicants has been sent out and deadline for replying is 31 May.
5. Nano Gold. The letter to Applicants has been sent out and deadline for replying is 30 June.
6. Nano Platinum. The letter to Applicants is under preparation and will be discussed at the next nano WG meeting (8 April).
7. ZnO coatings (nano).
The letter to Applicants has been sent out and deadline for replying is 31 August.
Cosmetic Ingredients
1. TiO2 non-nano for an exemption under Art. 15(1). References have been received from the Applicant. Tasks have been distributed among members after a report from the rapporteur.
2. BPA in clothing – The literature review has been done and tasks have been distributed among members after a report from the rapporteur. EFSA connected and informed they may revise their Opinion depending the results of the ongoing literature review performed since 2013 until October 2019. ECHA also observes the opinion making process of the SCCS, who is aware about the proposal made by France and Sweden for restriction on skin sensitising substances in textile, including BPA that has been published by ECHA for public consultation: https://echa.europa.eu/documents/10162/7dc24b9e-263e-a9d7-756cc6e228e018d1”. The SCCS is preparing a note back to the mandating DG to stress the above mentioned points.
3. Benzophenone-3 – Tasks have been distributed among members after a report from the rapporteur.
4. Homosalate - Tasks have been distributed among members after a report from the rapporteur.
5. Resorcinol - Tasks have been distributed among members after a report from the rapporteur.
6. Propylparaben – the dossier has been presented and will be further discussed at the next WG meeting.
7. Octocrylene - the dossier has been presented and will be further discussed at the next WG meeting.
2.4 Comments on opinions
Cosmetic Ingredients
1. Aluminium – SCCS responses to comments received and the final version of the opinion have been technically adopted pending some changes to be finalised by the Rapporteur/Chair according to the discussion.
2. zinc pyrithione ZnPT (P81) – SCCS responses to comments received and the final version of the opinion have been technically adopted pending some changes to be finalised by the Rapporteur/Chair according to the discussion. The Final Opinion will then be published.
3. DHA - Dihydroxyacetone as hair colorant. The Final Opinion has been adopted and will be published.
4. Hair dye Indigofera tinctoria (C170) Submission III – the preliminary Opinion is still under commenting period until 13 March.
