On 17 February 2022, the Commission’s DG ENV published a report entitled ‘The use of PVC (poly vinyl chloride) in the context of a non-toxic environment’. The intention is to use the report to justify asking the European Chemicals Agency to prepare a broad REACH restriction of all PVC products and additive substances used in the manufacture of PVC. However, the report does not show any clear risk to the environment or health, as is required under Article 69 of the REACH Regulation to pursue a restriction.
