The UK government has enacted the Cosmetic Products (Restriction of Chemical Substances) Regulations 2023.
Key provisions of the regulations include:
(*) Restriction of Chemical Substances: The amendments to Regulation (EC) No 1223/2009 introduce restrictions on certain chemical substances used in cosmetic products.
(*) Entry in Annex 3: The table in Annex 3 has been amended to include an entry for Methyl-N-methylanthranilate, specifying its maximum permissible concentration in leave-on and rinse-off cosmetic products. It is not allowed in sunscreen products or products marketed for exposure to natural or artificial UV light.
(*) Entry in Annex 6: The table in Annex 6 has been amended to allow the use of HAA299 and HAA299 (nano) in cosmetic products with certain conditions, such as purity and particle size distribution.
